Join Health Justice Advocate Lateefah Torrence from the Mental Health Project at the Urban Justice Center for an insightful introduction to New York State Medicaid and Health and Recovery Plans (HARP). HARPs are special Medicaid plans available only to people with serious behavioral health needs, including mental health concerns and substance use disorders. HARPs offer extra services to help people achieve recovery in the community – such as care management, pre-vocational services, educational supports, and non-medical transportation – to those who qualify.
This session will demystify Medicaid by:
- Providing an overview of Medicaid basics, eligibility, and the application process.
- Explaining proposed changes to the Consumer Directed Personal Assistance Program (CDPAP).
- Reviewing the key features of Health and Recovery Plans, Medicaid-managed care programs supporting adults with serious mental illness or substance use disorders.
- Highlighting HARP's specialized services, including Behavioral Health Home and Community-Based Services (BH HCBS) and Community Oriented Recovery and Empowerment (CORE) services, which encompass psychiatric support, psychosocial rehabilitation, family training, and peer support.
- Sharing reliable resources to assist participants in navigating these systems effectively.
This presentation is designed to equip attendees with the knowledge and tools to better understand and access critical Medicaid and HARP services.
